We would have had a very different story in Dragon Ball Super, and that’s not just because Goku would have been dead. If Cell had absorbed 18 first, he would have become even stronger than he was before.

Cell’s power level is already extremely high, but it pales in comparison to the numbers we see when he takes on Perfect Cell. After his battle with Android 18, he absorbs her and becomes Perfect Cell. He then fights against Future Trunks and Vegeta, who are no slouches themselves. After absorbing Android 18, we can assume that his power level is around 180 million.

That makes him incredibly powerful, but he doesn’t stop there. After beating down Future Trunks and Vegeta, he goes on to absorb both Piccolo and Gotenks as well as Gohan. This takes his power level up to about 1 billion! That’s 10x more powerful than what we saw before he absorbed 18 or even after he did so!

It’s interesting to think about what could have happened if Cell went through this entire process differently. Perhaps Goku would have been able to defeat him, but it seems unlikely given what we know about his other forms in Dragon Ball Super so far
