It is illegal to go outside in your underwear, but only if you’re in Hawaii.

In 1999, the state’s legislature passed a bill that made it illegal to expose one’s genitals or buttocks in public or on the private property of another without consent. The law was intended to prevent people from using nudity as a form of entertainment and not meant for everyday citizens.

It is also illegal to expose yourself in public on federal land, such as national parks, forests or monuments.

The law does not apply if someone has an exposed breast covered by a shirt; or if the person exposing himself is under 10 years old; or if the person exposing himself is wearing “a device designed and worn as a cover over the external genitalia.”
