If you have no power and your phone is completely dead, it will not ring. However, if you have a phone that is plugged into a wall outlet and the power goes out, it may still ring for a few seconds before stopping. In this case the phone would be able to receive calls but not make them or send text messages until the power comes back on.
If your phone has a battery backup and you are using an electrical outlet, then your phone should continue to operate normally during a power outage or other temporary loss of electricity. If you are using a portable charger or car charger, however, then you may experience some disruption in service during an outage depending on how long it lasts and whether or not you have time to recharge the device before needing to use it again.
