There are a few ways to unlock Gouken in SF4. The first way is to beat him with Ryu. This will unlock Gouken, and his super moves will be available in the training menu.

The second way is to play through Arcade mode with Ryu as your character and beat Akuma as your last opponent. After you beat him you’ll automatically be taken back to the character select screen, where Gouken should now be unlocked.

The third way is to either play through Arcade mode with any character other than Ken or Ryu, or play through Survival mode at least once (and then quit out of it). Once this has been done, go back into Versus Mode and choose Ryu or Ken as one of your fighters (or any other fighter for that matter).

Choose VS CPU for this battle and choose Akuma’s team (he will be on the left side of the screen), then defeat him in any way possible (this includes throwing him out of bounds). When he’s defeated, you’ll be taken back to the character select screen where Gouken should now be unlocked!
