The answer to the question of whether socks are underwear or not is that it depends on your definition of “underwear.” For example, if you consider underwear to be ordinary clothing worn next to the skin and usually under outer garments, then socks are not underwear. If you consider underwear to be something worn next to the skin that covers at least part of the body from above the ankle down, then yes, socks can be considered underwear.
In general, however, most people would agree that socks are not technically considered “underwear” because they are designed to be worn outside of pants or other garments. For example, you might wear a pair of socks with shoes or boots, but you wouldn’t wear panties or boxers under your pants as part of a regular outfit.
There are some exceptions to this rule however such as certain types of athletic or novelty socks that are designed specifically for wearing inside shoes and boots by athletes who participate in sports like skiing or running where extra padding is desirable. These kinds of socks usually come up higher on the leg than normal crew socks because they need to fit securely inside athletic shoes without slipping down into them while someone is moving around.
